Sierra Leone is abundant in agricultural resources, which not only can support the people’s life, but also can supply for export. Since itself is an agro-country, agriculture hold the balance status on its national economy. However, the foundation of agricultural in Sierra Leone is very weak, the unitary agro-economy left by colonialism period has not been changed yet. Some areas still stay in the primitive period of slash-and-burning cultivates, the productivity level is relatively low, on the whole depending on weather. The renaissance of its agro-production is the most important task that the government faces at present. Presently, only 20% of the national land have been developed for agro-purpose, the agricultural production that 2/3 of the people are engaged in can only manage their life. Still, the percentages of agricultural in Gross National Product not reach to 50%. In this case, Sierra Leone have to import some food such as rice and rapeseed oil, etc. they have to pay out tens of millions dollars foreign currency every year for it. In Sierra Leone, the main goal of government is to realize the agriculture diversification outside of traditional crops (including coffee, cocoa and palm oil). They have already realized the importance and necessity of agricultural diversification and commercialization. The cassava just has the advantage that other crops cannot be compared in realizing the agricultural diversification and increasing the grain yield.
There are plenty of wasteland resources in Sierra Leone; the potential of cassava planting is obviously enormous. Although the proportion of agriculture land assigned by government increasingly increased, there is still no large-scale and commercialized cassava Production Corporation appeared. Sierra Leone lies in tropical zone, with rich water resource and solar energy, fit for cassava growing, in addition the land resource is abundant, therefore the cassava planting developed rapidly. As reported, the capacity of local unwatched cassava field is 4.1 - 8.8 tons per hectare. If constructed by scientific management, its output can reach to 25-30 tons per hectare, and it is possible up to 40 tons maximum. The existing general cassava capacity of Sierra Leone is about 450,000 tons. 2 tons fresh cassava can produce 1 ton no peeled dry cassava chips; 2.5 tons fresh cassava can produce 1 ton peeled dry cassava chips. The cost for 1-ton dry cassava chips in Sierra Leone is about 100 dollars on average. If they purchase from the peasants, the cost reaches 130 dollars. The FOB price of dry cassava chips is about 130 dollars per ton; and the CNF price to the main port of China is around 160 dollars. In Sierra Leone, the small-scale farmer (planting area not more than 2 hectares) account for 95%, farmers possessed of more than 5 hectares planting area only occupied 5% . Though the area for cassava planting only takes less than 20% of plantation area, the profit from cassava planting takes up to 12% of the whole agricultural income.
The government of Sierra Leone advocates cassava production actively; Senior officials of government expressed several times that welcome the foreign investor to develop cassava production, with the favorable condition that release income tax of invested corporation for 10 years. The Sierra Leone Cassava Production and Exports Developing Administration (CAPEDA) is a specialized organization that take charge of organizing and mobilizing the landowners and peasant households to engage in cosmically cassava plantation and marketing; This organization welcomes Chinese enterprises that are interested in cassava to participate in cooperation of this project. So as to produce valuable cassava products, thus obtain high economic benefits and also can promote the development of local agriculture at the same time.
